Reseller plans allow you to start your own web hosting business. With a reseller account your are given the ability to create your own packages and your own prices. You are then able to sell these packages to clients. With the aid of a control panel (WHM) you are able to manage these clients. You will be able to provide each of your clients with their own control panel (CPanel) so each user can manage their own sites. Reselling is a cost effective way of starting a new hosting business.
